How TikTok Shop free samples work
Creators want the product without paying, and you need a post that can cover the unit and the postage. A free sample in the US still needs your approval and a post within 14 days of delivery, while a refundable sample lets the creator buy first and receive an automatic refund if the sales target is met.

Free samples and refundable samples are different products
A sample you give away has no upfront charge for the creator. TikTok's Seller University article on samples says sellers reserve the right to approve, reject or ignore a sample request. Only an approval sends the product.
A refundable sample is a purchase. The same article says no seller approval is needed. The creator buys through the Creator Product Marketplace, and the refund is automatic if the content meets the sales criteria you set. They have 120 days from receiving the sample to generate the required sales. TikTok asks creators to hit that sales goal in the first 90 days, so the orders have time to clear a 30-day return window.
A shop already buried in requests can offer the refundable path, so the creator pays before anyone packs a box. Turning on the free-sample toggle inside an open or target collaboration is part of setting up the TikTok Shop affiliate program.
Who qualifies for a free sample
In the US, free samples are open only to creators who have generated sales on TikTok Shop within the last 120 days. Passing that gate still leaves the decision with you.
On the request, sellers can see shop revenue and average views. Creators without strong sales often get no answer, because saying no to each request takes longer than leaving the list alone. Leaving a request unanswered is the ignore option from the article above.
These menu names are the US Seller Center labels. A shop in another region should follow that region's Seller University when a label is missing.
Review the request, then ship
The queue is Affiliate Center, then Sample Requests, then the To Review tab. TikTok's article on handling requests shows that tab, and how to approve or reject each row.

Act within seven days. If the request is still there when that window ends, TikTok cancels it. The status article names that result Request Expired.
Approval starts a second clock: you have another week to ship from Seller Center. If you reject the request, or you approve it and do not ship in time, the creator's sample slot is restored.
What the creator has to post
Once the product is delivered, the creator has to publish promotional content within 14 days. If the creator receives the sample and does not post, their fulfillment rate drops. TikTok's fulfillment article is where that rule is written, and it is why a later request is easier to refuse.
The same article allows one extra week, requested by the creator. Sellers are not notified when that extension is requested.
What you see while vetting is a label: Ok, Good, or Better. It reflects how often that creator has posted after taking a sample. TikTok does not publish the numeric line between those three labels, and the creator cannot see their own rate.
Auto-approval runs until the quota is used
Auto-approval is an automation on the sample request page, and it can run for open collaborations and for target collaborations. TikTok's article on the rules says only the shop quota is mandatory. Set it anywhere from 1 to 100. That figure caps how many requests the automation may approve.
Two optional filters sit beside the quota: 30-day GMV, a minimum sales total from the last 30 days, and an estimated posting rate. A request that meets the filters you turned on can be approved without you opening it. Requests above that cap are not approved by the rule. You still decide those.
Some samples never become posts
Creators do keep the product and publish nothing. Sellers who ask TikTok to act on a missing post say the platform does little. What changes is that creator's posting record from the section above, and you see it the next time they ask. You still pay for the unit, because the penalty does not return the product.
Treat each unit as marketing spend. The figure that matters is how many orders the posts need to bring in before that spend is covered, after commission and TikTok's fee. When that list is too long to review one by one, the section on finding and paying creators covers sample volume and when outreach tools earn their cost.
Run the sample math before you ship
Add the product cost, the postage, the creator commission and TikTok's fee before you approve a batch. The creator sample ROI calculator takes that sample cost, the commission and the orders you expect, and it returns the sales needed to break even. The guide to TikTok Shop fees explains the referral fee. The fee and profit calculator applies that rate to one order. Postage depends on whether you ship the unit or TikTok does. The fulfillment guide covers that choice.
My take
I'd start with refundable samples when the To Review queue is already long, because the creator pays before you ship. I'd skip sending free product until the shop quota and a posting-rate filter are saved. Judge each request by shop revenue, average views, and the Ok, Good, or Better label.
